Human Resource Manager

Arkansas PBS is looking for a Human Resource Manager. The Human Resources Manager oversees all aspects of HR administration, compliance, and personnel matters with the mindset of a strategic service provider. As a visible leader, you will set the tone of a positive culture in a fast-paced, evolving media environment, build and support a culture of inclusiveness and diversity. In addition, the position is a counselor to senior management and an empathetic advocate for employees while performing day-to-day operations and ensuring that systems and policies are in place to support the organization's values and strategic goals.

Talent Acquisition & Development

  • Develop internal and external recruitment strategies to meet the organization’s needs and become an “employer-of-choice”.
  • Identify, engage, and recruit top talent.
  • Develop an energizing and culture reinforcing onboarding process/integration program for new hires.

Human Resources & Benefits

  • Lead a comprehensive program for talent management, career paths, performance management, coaching, compensation, and employee relations.
  • Provide business partnership to executive leaders for investigative, disciplinary, and other employee-related matters.
  • Oversee human resources policies and procedures.
  • Coordinate benefits and retirement programs.
  • Deliver technical advice and expertise on all human resources and benefits issues.
  • Monitor changes with HR laws; revise policies and procedures; ensure compliance, and update and train supervisors.
  • Periodically review and update HR-related policies and procedures
  • Foster a culture of respect in the workplace. Oversee delivery of proactive preventative training i.e. harassment awareness, discrimination, diversity, etc. to ensure compliance. Investigate and resolve all complaints.
  • Coordinate orientations for employee benefit programs and work closely with finance on all aspects of benefits and payroll administration.

Operational Leadership

  • Implement HR tools and systems improvement plan; manage the development and maintenance of HR databases and automated systems, utilizing best practices to streamline HR operations.
  • Assist in developing new forms, policies, procedures, training session planning and presentation, website content and maintenance of files.
  • Interpret, research, and communicate human resources policies and information; prepare applicable reports.
  • Participate in the biennial budget process.
  • Building and supporting a culture of inclusiveness and diversity. A place where all feel welcome and valued.

Other duties as assigned.

Must have a bachelor's degree, plus five years of human resources experience, including two years in a supervisory or leadership capacity OR nine years of experience in human resources. Preference would be for a master's degree, certification with SHRM or HRCI and experience in process improvement.

Fiscal Accounting Coordinator

Fiscal Accounting Coordinator

Arkansas PBS seeks an Accounting Coordinator in the Finance and Administration Department.  The Accounting Coordinator is a key member of the Finance team that works closely with all departments to assist with the agency’s fiscal needs.

Responsibilities

 

  • Compiles budgetary reports and monitors budgets and expenditures.
  • Monitors grants and contracts.  Performs analysis and determines period of performance and allowable costs.  Performs financial reporting and compliance.
  • Meets with departmental managers to discuss budgetary needs and to assist with development of their budgets.
  • Maintains general ledgers and makes periodic and year-end closing journal entries supporting the Agency's financial statements and other financial reporting that may include the Annual Comprehensive Financial Report (ACFR), Schedule of Expenditures of Federal Awards (SEFA), and/or other financial reporting.  Allocates funds and commitment items through budget changes in the state's accounting software (AASIS).
  • Monitors internal controls and provides technical assistance to management, staff, vendors, and others regarding generally accepted accounting principles (GAAP).
  • Provides supervision to one or more subordinate staff members.
  • Performs periodic employee performance reviews and other supervisory functions including hiring, disciplining, and training/mentoring lower-level staff.

 

Minimum Qualifications:  The formal education equivalent of a bachelor’s degree in accounting; plus, three years of experience in accounting, financial management or a related area, including one year in a supervisory capacity.

Preferred Qualifications:  The ideal candidate will have substantial experience in accounting processes and procedures, grant management experience, and knowledge of Arkansas state government accounting processes and procedures.  Advanced-level MS-Excel skills and the ability to use automated accounting system software are required.

    A contributory/non-contributory retirement plan for public employees. Arkansas PBS contributes 15 percent to both contributory/non-contributory plans.     Health Insurance

    Eligible state employees may choose one of three provided insurance plans. Cost of health insurance coverage is shared between employer and employee; premiums are deducted from bi-weekly pay. Eligibility: New hire state employees on the 1st day of the month after 30 days initial employment.

    Arkansas PBS Foundation employees are enrolled in a group health plan. Cost of health insurance coverage is shared between the employer and employee; premiums are deducted from bi-weekly pay.     Arkansas Cafeteria Plan (ARCAP)

    Annual Leave

    Annual leave accruals begin on the first full month of employment. Accrual increases are based on continuous years of service. Unused annual leave time will carry over to the next year provided the 30 day maximum is not exceeded. Eligibility: All regular, full-time employees. Job share employees accrue leave time on a pro-rated basis. Extra help employees are not eligible for annual leave.

    Paid Holidays

    Eleven paid holidays per year, including employee's birthday. Eligibility: All regular, full-time and extra help employees are eligible to receive holiday pay if they are in pay status on their last scheduled work day before the holiday and at least one hour on the first scheduled work day after the holiday. Employees who work less than full-time may take the holiday at a rate proportionately equal to their time worked.

    Sick Leave

    All regular, full-time employees earn 12 days of paid sick time per year (8 hours per month). Unused sick leave will carry over to the next year provided the 120-day maximum is not exceeded. Eligibility: All regular, full-time employees. Job share employees receive leave time on a pro-rated basis. Extra help employees are not eligible for leave.

    Other Paid Time Off

    Jury Duty: Employees who miss work while performing jury duty will receive normal and full compensation.

    Maternity Leave: Eligible female employees can take up to 4 weeks of paid leave after the birth of the employee's child or placement of an adoptive child in the employee's home. Paid maternity leave will run concurrently with Family Medical Leave. Eligible male employees can take FMLA after the birth or placement of a son or daughter or to bond with a newborn or newly placed son or daughter.

    Military Leave is granted at the rate of 15 days per calendar year, plus necessary travel time for annual training purposes. Up to 15 military leave days may be carried over to the succeeding year for a maximum of 30 military leave days for that calendar year. Eligibility: All employees who are members of the National Guard or any other of the reserve branches of the U.S. Armed Forces.
